Objective 6: seeking ways of solving contradictions between the objectives of single actors in the retrofit implementation strategy, not only through the choice (like in the dissertation), but also through the customisation of an adequate decision system
Development of a basis system to administrate modules on different levels of detail included in the urban strategical planning.
Investigation of suitability of different computer tools like spread sheets (which include only text information), GIS (which includes multimedia information) and multimedia programmed ones.
The computer tools were investigated and compared. Spread sheets are useful in the approach based on the decision tree, while the multimedia programmed tools can be useful in the pair wise comparison. GIS systems are more suitable at urban scale.
A weighting useful for the spread sheet system can be found in the publications “Assessment criteria for historic reinforced concrete housing buildings in Europe” (publication C13) and in “Regression based criteria determining for preservation strategies of early reinforced concrete buildings” (publication C9). The latter also refers to the multimedia programmed tool. Since the choice within the project was for the decision tree approach instead of the pair wise comparison, this programming was not further followed. The GIS system is useful in approaches such as in a paper submitted to the journal Bulletin of Earthquake Engineering “Problems and potentials of the building stock in Bucharest, Romania, from inventory to strategic planning” (publication S2), namely for the inventory making.
No specific training was received from the host in what concerns the achievements at this objective.
The relevance of the results of this objective goes along with that at objective 3 in what regards the importance of the collective decision making. This way the decision makers can be reached.
